US federal welfare reform of the 1980s removed decisions on the amount of child support ordered from their COMMON LAW foundation. Ostensibly for the purposes of consistency in the amounts ordered and reducing welfare dependency in single parent households, mandatory guidelines were established. Use of the guidelines produce orders that are significantly higher on average, but ignore a range of factors that define the economic circumstances of post-divorce families and have never been shown to produce a corresponding reduction in welfare dependency. Some of those factors are gender discrimination, where men only obtain custody of children in less than 10% of all child custody case, but are ordered to pay in over 90% of all cases. Empirical and academic studies show when fathers have joint custody over 90% of ALL child support is paid. When they just have continuous visitation/parenting time rights, 70% is paid in full. Even those without any visitation pay 45% of child support in full.

Despite all of this, the Government Accounting Office (GAO) put out a paper showing that inability to pay support by fathers is the leading cause of child support arrears in the nation. Fathers cannot pay and survive in over 66% of all cases where they are unable to pay. In over 20% of all cases, mothers don't want child support.

Child support was brought into this country from former Soviet Family Law through Sweden and became "The Wisconsin Model". Child support decisionmaking is to base guidelines on economic studies as an alternative to individual case decisions based on principles. [Beld, 2003;

Baskerville, 2003] Yet no theoretical foundation for child support decisions has ever

developed within the field of economics. In fact, the largest federally funded study of

divorced fathers in the United States, which almost singularly included the economic

consequences of post-divorce transfer payments, was conducted by research psychologist

Sanford L. Braver. [1998] Braver and David Stockburger are also contributing to the

literature on inconsistency and inequity of child support awards through a systematic

comparison of objectives and guideline results.

Most states have elected to use simple formulas suggested in a 1987 document published

by the U.S. Office of Child Support Enforcement. [Williams, 1987] The primary

recommendation was for use of what has become known as the "Income Shares" model,

which is based on an experimental statistical design developed a few years earlier as a

research project for the Washington State Association of Superior Court Judges. [Hewitt,

1982] For use in welfare cases, Williams suggested an even simpler model, the percent-of income formula proposed in Wisconsin. [Irwin Garfinkel, 1979; Garfinkel and Melli, 1990] The

percent-of-income formula arose from studies of foreign child support policy conducted at

the Wisconsin Institute for Research on Poverty, and bears a striking resemblance to the

Russian formula developed during the Soviet era. [RSFSR, 1969] What is called the

Wisconsin Model in the United States is still very close to the guideline currently defined in the Russian Family Law Code. [RFFLC, 1995].

Thanks, Bruce. I do hope to include material showing the negative and counterproductive effect of child support enforcement, but I cannot be too technical. Most people have no realistic knowledge of it at all, and that includes people who will form the audience of these lectures.

I am giving a phone seminar on how the Administrative State created Title IV, specifically Title IV-D child support collections & enforcement, on January 28, 2025. The listening audience is involved in taking back their rights under COMMON LAW vs. the current administrative state (re: licenses, birth certificates, etc.), and I will explain how it was co-opted from Soviet/Russian Family Law. I will be discussing how the entire Title IV-D process has become big business. I have a lawsuit I put together for a father out in Suffolk County, NY based on the breakdown that Molly Olsen, a fathers' rights advocate in Minnesota did with a group of experts, e.g., economics experts, financial experts, lawyers, retired politicians, family court advocates, etc., of the entire Title IV-D system. She showed how it is nothing more than an administrative BUSINESS performing "services" for "customers" as parents are called under the IV-D narrative. Also, that the terms "obligors" and "obligees" denote administrative and contractual arrangements for the business.

I am going to discuss how to fight back, especially when fathers are threatened with imprisonment for child support debt (unconstitutional) given that child support is a civil matter, and that the 4th Amendment to the U.S. Constitution Probable Cause clause prohibits arrests and imprisonment in civil cases, since it isn't a crime. See US Supreme Court case of Atwater v. Lago Vista, and US Courts of Appeals cases such as Stevens v. Rose (9th Circus) stating exactly that probable cause can never apply in civil matters; only in criminal matters. I will discuss that people are intimidated to give up their rights when confronted in court about signing child support documents. They are never told that the civil matter may turn into a criminal matter, never read their Miranda Rights at the inception of support orders, and are in most cases not even given appointed counsel when confronted with arrest & jail. We changed that in New Jersey. Me and a lawyer put together a massive lawsuit and brief challenging that child support payors had to be appointed counsel before any imprisonment for child support debt (also raised the NJ Constitution, Art. I, Section 13, prohibiting Imprisonment for Debt in ANY action; and NJ Constitution, Art. I, Section 7 required Trial by Jury is INVIOLATE and must be granted in ANY action.).

Kindly, include information on the topic of child sexual abuse in the USA and statistical evidence concerning the same. You'll see Dr. David Finkelhor's published study from 1990-2022 at my home page www.abuse-excuse.com in a PDF link and note there was a significant decline of 63% in the incidence of child sexual abuse but the number of investigated reports by CPS remained fairly constant at about 300,000/annum.

As an exiled father, I’m currently enjoying The Rifleman on Grit TV. It’s a great father & son show with some excellent scripts, always with a positive moral lesson. It even has a couple shows with Sammy Davis Jr. So it checks the race inclusion box.

Human nature does not change. We’ve replaced the wisdom of the Holy Scriptures with technology and all the entertainment and mind control it can deliver. Instead of worshiping the Creator, we have all of our “smart” devices, creations of man that tend to consume our time and make us believe in man - the creature - and his creations, rather than God, The Creator. If we trust in technology and spend too much time consuming all the entertainment it brings us, we become idolators, the modern equivalent of the Isrealites’ worship of the golden calf.

My main strength is to discuss the politics, because that is what I know and consider important, rather than the cultural phenomena. But I am flexible.

While I respect Bruce Eden, rather than get into the details of so-called child "support" policy, it will be more useful to discuss the WHY of most extortion orders:

Crooked judges violate their oaths and issue them in secret hearings. They create and perpetuate litigation with unconstitutional child custody/child THEFT orders issued against fit parents, forcing parents to spend $1000s or 10s of $1000s or more on attorneys, psychologists, visitation baby sitters, etc.
